GEORGE TOWN: A pakat (acting in collusion) system is among the malpractices the state government discovered when looking into the Seberang Perai Municipal Council’s (MPSP) financial situation.
Chief Minister Lim Guan Eng said the pakat system was among other practices still in use despite his warnings.
