Chingay competition makes comeback in Penang

GEORGE TOWN: The chingay competition is back after a one-year break — this time with a much improved judging system to avoid the kind of disputes which marred the event in 2007. The Penang state government will be setting up proper judging parameters as well as more stringent rules and regulations.
